A document or chit, usually issued by the state, that can be used by parents to pay tuition at an out-of-district public
school, a private school, and/or a religious school. The term is also used more broadly to describe school-choice proposals
in which states would help pay tuition for children attending private or religious schools.
School vouchers, also known as scholarships, redirect the flow of education funding, channeling
it directly to individual families rather than to school districts. This allows families to select the public or private schools
of their choice and have all or part of the tuition paid. Scholarships are advocated on the grounds that parental choice and
competition between public and private schools will improve education for all children. Vouchers can be funded and administered
by the government, by private organizations, or by some combination of both.

The House of Representatives approved the nation's first federally funded voucher program by a single vote last night,
sending the Senate a plan that would provide $10 million in private school tuition grants to at least 1,300 D.C. children
next year.
